Don't Fence Me In

At the East Cocalico Township Planning Commission meeting held on February 23, 2009 (see page 2, 2nd paragraph) the issue was raised about having a fence on the top of a 29 foot high retaining wall at the proposed Cocalico Commons shopping center.  Below is a recording from that Planning Commission concerning having a fence (which the developer didn't want to have to do, presumably because of the expense):

A fall from 29 feet is likely to be fatal.  The top of the wall in questions is at the edge of the parking lot near the proposed Lowe's store, and close to the level of the parking lot.  After some discussion the developer agreed to install a fence, but the Planning Commission chairman continued to insist that it wasn't needed.  Among other things, the Planning Commission is supposed to review all plans submitted to the Township.  Public safety should be one of their top concerns, not protecting developers from additional expenses.
